河南商丘一燃气公司竟无视政府文件

　　商丘，简称“商”，中国河南省地级市，在商丘，一当地人谈起商丘昆仑燃气有限公司(下简称：商丘昆仑)时如是说，尽管商丘昆仑至今没取得合法的管道燃气经营许可证，被指“非法经营”，尽管商丘昆仑多次被官方下令关停，实际上没人能打倒商丘昆仑。在“非法经营”的逆境中，商丘昆仑依然“越做越大”，以至于有官员想尽办法为其披上合法外衣。

　　政府文件沦为一纸空文

　　2015年9月6日，商丘市城管局对商丘昆仑下发《关于停止管道天然气经营的通知》中明确指出，商丘昆仑未取得管道燃气特许经营许可证，属于非法经营城市管道燃气企业，要求商丘昆仑立即停止管道天然气经营。

　　天眼查显示，商丘昆仑注册成立于2013年5月2日，注册资金为4000万元，股东为文芯和王秀琴两名自然人，企业规模为小微企业，但企业实际控制人是黄启凤。公司经营范围：燃气批发、零售(限分支机构经营);管道工程施工;燃气设备、材料、燃气器具的销售;预包装食品批发零售。经营范围里没有“城市燃气输配、供应、销售;燃气工程的建设管理”等相关内容。公司股东中没有中石油成分，文芯和王秀琴两个股东均是自然人。商丘昆仑的法人代表起初是黄启凤，后来变更为周明伟，与河南省弘泰燃气公司法人代表系同一人。弘泰公司于2012年6月20日成立，注册资本是2000万元，股东为文芯和黄蓉两名自然人，公司已注销。

　　其实挂着中石油昆仑标识的商丘昆仑与中石油昆仑燃气有限公司没有半毛钱关系。
